Patch availableA flaw was found in org.keycloak.authorization. An authenticated user with a granted User-Managed Access (UMA) permission ticket for one resource can exploit this by using a specific permission request prefix to bypass per-resource access control. This allows the user to gain unauthorized access to all resources of that type within the same resource server, even if they do not have a ticket for those specific resources. This vulnerability requires the resource server to be configured in PERMISSIVE policy enforcement mode and affects typed resources with ownerManagedAccess enabled, where no explicit policy protects the resource type. The primary consequence is unauthorized information disclosure or modification of resources.

The system's authorization functionality does not prevent one user from gaining access to another user's data or record by modifying the key value identifying the data.
An attacker operating through a network path may attempt exploitation with low privileges. If successful, the issue may obtain information outside the intended access boundary.

CVSS severity, EPSS forecast probability, public exploit material and CISA-confirmed exploitation are separate signals.
No CISA KEV match was present at the last successful refresh. This means no confirmation from that source, not proof of no exploitation.
No exploit-tagged reference or CISA SSVC proof-of-concept state is currently recorded. Research may still exist outside the structured feeds.
CWE-639: Authorization Bypass Through User-Controlled Key. The system's authorization functionality does not prevent one user from gaining access to another user's data or record by modifying the key value identifying the data.
