Evidence used
- No CISA KEV confirmation is currently recorded.
- The selected CVSS metric records a network-reachable, unauthenticated path with no user interaction.
- EPSS is 0.56% for the current model date.

Patch availableopenssl_encrypt versions before 1.4.0 contain a critical vulnerability in pqc.py where KEM decapsulation failures silently fall back to simulation mode, generating a deterministic shared secret from only 16 bytes of the private key and publicly available encapsulated key data. Attackers who obtain 16 bytes of the private key can compute the shared secret and decrypt all ciphertext, as the fallback triggers on any KEM failure without raising an error.

[PLANNED FOR DEPRECATION. SEE MAINTENANCE NOTES AND CONSIDER CWE-252, CWE-248, OR CWE-1069.] Ignoring exceptions and other error conditions may allow an attacker to induce unexpected behavior unnoticed.
An attacker operating through a network path may attempt exploitation without authentication or user interaction. If successful, the issue may cause the confidentiality, integrity or availability impact described by the vendor.

CVSS severity, EPSS forecast probability, public exploit material and CISA-confirmed exploitation are separate signals.
No CISA KEV match was present at the last successful refresh. This means no confirmation from that source, not proof of no exploitation.
No exploit-tagged reference or CISA SSVC proof-of-concept state is currently recorded. Research may still exist outside the structured feeds.
