The rtnl changelink path checks CAP_NET_ADMIN only against dev_net(dev), so a caller privileged there but not in t->net can rewrite a tunnel that lives in t->net. Gate ip6_tnl_changelink() on rtnl_dev_link_net_capable() at its top, before any attribute is parsed.

Summary
A flaw was found in the Linux kernel's IPv6 tunnel (ip6_tunnel) handling. A local attacker, privileged in one network namespace but not another, could exploit a missing capability check in the `ip6_tnl_changelink()` function. This vulnerability allows the attacker to modify an IPv6 tunnel residing in a different network namespace, potentially leading to privilege escalation or unauthorized network configuration changes.
