Evidence used
- No CISA KEV confirmation is currently recorded.
- A structured source references public exploit or proof-of-concept material.
- EPSS is 0.45% for the current model date.

Fix not verifiedPortainer Community Edition is a lightweight service delivery platform for containerized applications that can be used to manage Docker, Swarm, Kubernetes and ACI environments. From 2.33.0 to before 2.33.8, 2.39.2, and 2.41.0, The Docker plugin management endpoints (/plugins/*) were not registered with a handler, so standard users with endpoint access could call privileged plugin operations — including installing and enabling plugins — directly against the underlying Docker daemon. The vulnerability is exposed when a non-admin Portainer user (Standard User role, or any role granted endpoint-level access) has been given access to a Docker endpoint via Portainer RBAC. This vulnerability is fixed in 2.33.8, 2.39.2, and 2.41.0.

The application reaches a protected operation without first confirming that the requester is authorised.
An attacker operating through a network path may attempt exploitation with low privileges. If successful, the issue may cause the confidentiality, integrity or availability impact described by the vendor.

CVSS severity, EPSS forecast probability, public exploit material and CISA-confirmed exploitation are separate signals.
No CISA KEV match was present at the last successful refresh. This means no confirmation from that source, not proof of no exploitation.
A structured CVE source labels at least one public reference as exploit material. BlackTree has not independently validated that it is safe, reliable or weaponised.
CWE-862: Missing Authorization. The product does not perform an authorization check when an actor attempts to access a resource or perform an action.
