Medium technical severity with no CISA KEV confirmation; remediate through the normal risk-based patch cycle unless local exposure raises the priority.
Debian findings are scoped to the named distribution, release and source package. An absent finding does not mean a package is unaffected.
A published vendor fix does not prove that a matching update is enabled and installable on a particular asset. Confirm the local package candidate before scheduling remediation.

Fix not verifiedIn OpenStack Cyborg before 16.0.1, the Accelerator Request (ARQ) API does not enforce project ownership at any layer. The project_id column in the database is never populated (NULL for every ARQ), database queries have no project filtering, and policy checks are self-referential (the authorize_wsgi decorator compares the caller's project_id with itself rather than the target resource). Any authenticated non-admin user can complete various actions such as deleting ARQs bound to other projects' instances, aka cross-tenant denial of service.

The product assigns the wrong ownership, or does not properly verify the ownership, of an object or resource.
An attacker operating through a network path may attempt exploitation with low privileges. If successful, the issue may disrupt the affected service.

CVSS severity, EPSS forecast probability, public exploit material and CISA-confirmed exploitation are separate signals.
No CISA KEV match was present at the last successful refresh. This means no confirmation from that source, not proof of no exploitation.
No exploit-tagged reference or CISA SSVC proof-of-concept state is currently recorded. Research may still exist outside the structured feeds.
CWE-282: Improper Ownership Management. The product assigns the wrong ownership, or does not properly verify the ownership, of an object or resource.
