Medium technical severity with no CISA KEV confirmation; remediate through the normal risk-based patch cycle unless local exposure raises the priority.
Debian findings are scoped to the named distribution, release and source package. An absent finding does not mean a package is unaffected.
A published vendor fix does not prove that a matching update is enabled and installable on a particular asset. Confirm the local package candidate before scheduling remediation.

Mitigation availableRack is a modular Ruby web server interface. From versions 3.0.0.beta1 to before 3.1.21 and 3.2.0 to before 3.2.6, Rack::Utils.forwarded_values parses the RFC 7239 Forwarded header by splitting on semicolons before handling quoted-string values. Because quoted values may legally contain semicolons, a header can be interpreted by Rack as multiple Forwarded directives rather than as a single quoted for value. In deployments where an upstream proxy, WAF, or intermediary validates or preserves quoted Forwarded values differently, this discrepancy can allow an attacker to smuggle host, proto, for, or by parameters through a single header value. This issue has been patched in versions 3.1.21 and 3.2.6.

Product A handles inputs or steps differently than Product B, which causes A to perform incorrect actions based on its perception of B's state.
An attacker operating through a network path may attempt exploitation without authentication or user interaction. If successful, the issue may cause the confidentiality, integrity or availability impact described by the vendor.

CVSS severity, EPSS forecast probability, public exploit material and CISA-confirmed exploitation are separate signals.
No CISA KEV match was present at the last successful refresh. This means no confirmation from that source, not proof of no exploitation.
No exploit-tagged reference or CISA SSVC proof-of-concept state is currently recorded. Research may still exist outside the structured feeds.
CWE-436: Interpretation Conflict. Product A handles inputs or steps differently than Product B, which causes A to perform incorrect actions based on its perception of B's state.
