If the encoded length is 0, the decrement wraps to -1, which is then passed as a large value to the decoder, leading to an out-of-bounds read. Add a check to ensure len is positive after the decrement.

Linuxカーネルにおいて、以下の脆弱性が修正されました:netfilterのnf_conntrack_h323にあるDecodeQ931()関数でのゼロ長チェックの問題です。DecodeQ931()のUserUserIEコードパスでは、パケットから16ビットの長さを読み取り、プロトコル識別子バイトをスキップするために1を減算してからDecodeH323_UserInformation()に渡します。もしエンコードされた長さが0の場合、減算により-1となり、この値が大きな値としてデコーダに渡され、境界外読み取りが発生します。このため、減算後の長さが正であることを確認するチェックを追加しました。
