Fix not verifiedbaserCMS is a website development framework. Starting in version 5.0.0-beta1 and prior to versions 5.3.2 and 5.4.2, `PermissionGroupsService::build()` reads a plugin's `config/permission.php` to decide what each user group may reach. When that file is absent it writes a wildcard allow rule instead: `url` `/baser/<prefix>/<plugin>/*`, `method` `*`, `auth` true, for every non-admin group. BcCustomContent has no such file in any release. After an administrator installs it, the default `operators` group can store and execute arbitrary PHP under the document root. Versions 5.3.2 and 5.4.2 patch the issue.

The upload path does not sufficiently restrict the type, name, location or later execution of attacker-supplied files.
An attacker operating through a network path may attempt exploitation with low privileges. If successful, the issue may cause the confidentiality, integrity or availability impact described by the vendor.

CVSS severity, EPSS forecast probability, public exploit material and CISA-confirmed exploitation are separate signals.
No CISA KEV match was present at the last successful refresh. This means no confirmation from that source, not proof of no exploitation.
No exploit-tagged reference or CISA SSVC proof-of-concept state is currently recorded. Research may still exist outside the structured feeds.
