Evidence used
- No CISA KEV confirmation is currently recorded.
- The selected CVSS metric records a network-reachable, unauthenticated path with no user interaction.
- EPSS is 0.50% for the current model date.

High technical severity; prioritise exposed affected systems while verifying vendor guidance.
Alpine, Debian, ubuntu findings are scoped to the named distribution, release and source package. An absent finding does not mean a package is unaffected.
A published vendor fix does not prove that a matching update is enabled and installable on a particular asset. Confirm the local package candidate before scheduling remediation.

Fix not verifiedBotan is a C++ cryptography library. X.509 certificates can identify elliptic curves using either an object identifier or using explicit encoding of the parameters. Prior to versions 3.3.0 and 2.19.4, an attacker could present an ECDSA X.509 certificate using explicit encoding where the parameters are very large. The proof of concept used a 16Kbit prime for this purpose. When parsing, the parameter is checked to be prime, causing excessive computation. This was patched in 2.19.4 and 3.3.0 to allow the prime parameter of the elliptic curve to be at most 521 bits. No known workarounds are available. Note that support for explicit encoding of elliptic curve parameters is deprecated in Botan.

The product does not properly control situations in which an adversary can cause the product to consume or produce excessive resources without requiring the adversary to invest equivalent work or otherwise prove authorization, i.e., the adversary's influence is asymmetric.
An attacker operating through a network path may attempt exploitation without authentication or user interaction. If successful, the issue may cause the confidentiality, integrity or availability impact described by the vendor.

CVSS severity, EPSS forecast probability, public exploit material and CISA-confirmed exploitation are separate signals.
No CISA KEV match was present at the last successful refresh. This means no confirmation from that source, not proof of no exploitation.
No exploit-tagged reference or CISA SSVC proof-of-concept state is currently recorded. Research may still exist outside the structured feeds.
CWE-405: Asymmetric Resource Consumption (Amplification).
