Medium technical severity with no CISA KEV confirmation; remediate through the normal risk-based patch cycle unless local exposure raises the priority.
These OSV and GitHub advisory ranges apply only to the named package and ecosystem. A listed fixed version is not a universal product patch or proof that an update is installed.

Patch availableOpenZeppelin Contracts is a library for smart contract development. By frontrunning the creation of a proposal, an attacker can become the proposer and gain the ability to cancel it. The attacker can do this repeatedly to try to prevent a proposal from being proposed at all. This impacts the `Governor` contract in v4.9.0 only, and the `GovernorCompatibilityBravo` contract since v4.3.0. This problem has been patched in 4.9.1 by introducing opt-in frontrunning protection. Users are advised to upgrade. Users unable to upgrade may submit the proposal creation transaction to an endpoint with frontrunning protection as a workaround.

The application reaches a protected operation without first confirming that the requester is authorised.
An attacker operating through a network path may attempt exploitation without authentication or user interaction. If successful, the issue may cause the confidentiality, integrity or availability impact described by the vendor.

CVSS severity, EPSS forecast probability, public exploit material and CISA-confirmed exploitation are separate signals.
No CISA KEV match was present at the last successful refresh. This means no confirmation from that source, not proof of no exploitation.
No exploit-tagged reference or CISA SSVC proof-of-concept state is currently recorded. Research may still exist outside the structured feeds.
CWE-862: Missing Authorization. The product does not perform an authorization check when an actor attempts to access a resource or perform an action.
