Evidence used
- No CISA KEV confirmation is currently recorded.
- The selected CVSS metric records a network-reachable, unauthenticated path with no user interaction.
- EPSS is 0.98% for the current model date.

High technical severity; prioritise exposed affected systems while verifying vendor guidance.
Debian findings are scoped to the named distribution, release and source package. An absent finding does not mean a package is unaffected.
A published vendor fix does not prove that a matching update is enabled and installable on a particular asset. Confirm the local package candidate before scheduling remediation.

Patch availableOWSLib is a Python package for client programming with Open Geospatial Consortium (OGC) web service interface standards, and their related content models. OWSLib's XML parser (which supports both `lxml` and `xml.etree`) does not disable entity resolution, and could lead to arbitrary file reads from an attacker-controlled XML payload. This affects all XML parsing in the codebase. This issue has been addressed in version 0.28.1. All users are advised to upgrade. The only known workaround is to patch the library manually. See `GHSA-8h9c-r582-mggc` for details.

The product processes an XML document that can contain XML entities with URIs that resolve to documents outside of the intended sphere of control, causing the product to embed incorrect documents into its output.
An attacker operating through a network path may attempt exploitation without authentication or user interaction. If successful, the issue may cause the confidentiality, integrity or availability impact described by the vendor.

CVSS severity, EPSS forecast probability, public exploit material and CISA-confirmed exploitation are separate signals.
No CISA KEV match was present at the last successful refresh. This means no confirmation from that source, not proof of no exploitation.
No exploit-tagged reference or CISA SSVC proof-of-concept state is currently recorded. Research may still exist outside the structured feeds.
CWE-611: Improper Restriction of XML External Entity Reference. The product processes an XML document that can contain XML entities with URIs that resolve to documents outside of the intended sphere of control, causing the product to embed incorrect documents into its output.
