Evidence used
- No CISA KEV confirmation is currently recorded.
- Exploitation requires an existing local or physical foothold with privileges.
- EPSS is 0.27% for the current model date.

Fix not verifiedA vulnerability in the Cisco IOS XE SD-WAN Software CLI could allow an authenticated, local attacker to elevate privileges and execute arbitrary code on the underlying operating system as the root user. An attacker must be authenticated on an affected device as a PRIV15 user. This vulnerability is due to insufficient file system protection and the presence of a sensitive file in the bootflash directory on an affected device. An attacker could exploit this vulnerability by overwriting an installer file stored in the bootflash directory with arbitrary commands that can be executed with root-level privileges. A successful exploit could allow the attacker to read and write changes to the configuration database on the affected device.

The product does not restrict or incorrectly restricts access to a resource from an unauthorized actor.
An attacker operating through local access may attempt exploitation with elevated privileges. If successful, the issue may execute code or commands in the affected security context.

CVSS severity, EPSS forecast probability, public exploit material and CISA-confirmed exploitation are separate signals.
No CISA KEV match was present at the last successful refresh. This means no confirmation from that source, not proof of no exploitation.
No exploit-tagged reference or CISA SSVC proof-of-concept state is currently recorded. Research may still exist outside the structured feeds.
CWE-284: Improper Access Control. The product does not restrict or incorrectly restricts access to a resource from an unauthorized actor.
