Evidence used

  • No CISA KEV confirmation is currently recorded.
  • Exploitation requires an existing local or physical foothold with privileges.
  • EPSS is 0.22% for the current model date.

Compensating controls

  • Validate the affected product branch and deploy the verified fixed release.
  • Restrict local access and enforce least privilege on affected hosts.
  • Monitor vendor guidance and exploitation sources for a material change.

Verification

  1. Confirm that the asset runs Unknown EcoStruxure Control Expert (all versions prior to V15.0 SP1, including all versions of Unity Pro), EcoStruxure Process Expert (all versions, including all versions of EcoStruxure Hybrid DCS), and SCADAPack RemoteConnect for x70, all versions and falls inside the recorded affected range.
  2. Verify the installed build against the product-specific fixed version after deployment.
  3. Validate exposure, authentication requirements and compensating controls in the actual environment.
  4. Reopen this reassessment when CVSS, KEV, EPSS, exploit evidence or remediation changes.

Summary
A CWE-522: Insufficiently Protected Credentials vulnerability exists that could cause unauthorized access to a project file protected by a password when this file is shared with untrusted sources. An attacker may bypass the password protection and be able to view and modify a project file.
Remediation
EcoStruxure™ Control Expert V15.1*, available for download below, includes a fix for CVE-2021-22778, CVE-2021-22780, CVE-2021-22781, CVE-2021-22782, CVE-2020-12525: https://www.se.com/ww/en/download/document/EcoStruxureControlExpert_V15.1/ *Upgrading to EcoStruxure™ Control Expert V15.1 is the first step in a two stepsprocess to fully address CVE-2021-22779. To fully address this issue a firmwarerelease will follow. Important Note: •The fix is provided through the additional feature “file encryption”, forfurther information on the feature and how to set it up please refers to thechapter “file encryption” of the help file available in the EcoStruxure™Control Expert v15.0 SP1. •This feature is proposed by default when creating a new project. •This feature is also available, after selecting “project” in structural view, inthe “Edit/ Properties/ Project & Controller Protection” menu. •For new projects: oCustomers are recommended to apply this feature to all newprojects. •For existing projects: oCustomers are recommended to apply this feature to the existingprojects coming from trusted source. For .sta project files, as areminder, project modification can be done in connected mode toprevent desynchronization and keep the controller in RUN state. •It is possible to set a security level specific to the Derived Function Blocks(DFB) in addition to the file encryption feature. Please refer to the chapter"How to protect a DFB type" in the EcoStruxure™ Control Expert help filefor further information. •Customers are recommended to share project files only when configuredwith the encryption feature described above. If customers choose not to apply the remediation provided above, they should immediately apply the following mitigations to reduce the risk of exploit. These mitigations also reduce the risk of exploit for CVE-2021-22779 on all versions of EcoStruxure™ Control Expert, including V15.1: •Store the project files in a secure storage and restrict the access to onlytrusted users •When exchanging files over the network, use secure communicationprotocols •Encrypt project files when stored •Only open project files received from trusted source •Compute a hash of the project files and regularly check the consistency ofthis hash to verify the integrity before usage. •Harden the workstation running EcoStruxure™ Control Expert or Unity Pro Customers using Unity Pro should strongly consider migrating to EcoStruxure™ Control Expert. Please contact your local Schneider Electric technical support for more information.

What, why and how

Insufficiently Protected Credentials vulnerability exists in EcoStruxure Control Expert (all versions prior to V15.0 SP1, including all versions of Unity Pro), EcoStruxure Process Expert (all versions, including all versions of EcoStruxure Hybrid DCS), and SCADAPack RemoteConnect for x70, all versions, that could cause unauthorized access to a project file protected by a password when this file is shared with untrusted sources. An attacker may bypass the password protection and be able to view and modify a project file.

What

Insufficiently Protected Credentials vulnerability exists in EcoStruxure Control Expert (all versions prior to V15.0 SP1, including all versions of Unity Pro), EcoStruxure Process Expert (all versions, including all versions of EcoStruxure Hybrid DCS), and SCADAPack RemoteConnect for x70, all versions, that could cause unauthorized access to a project file protected by a password when this file is shared with untrusted sources. An attacker may bypass the password protection and be able to view and modify a project file.

Why

The product transmits or stores authentication credentials, but it uses an insecure method that is susceptible to unauthorized interception and/or retrieval.

How

An attacker operating through local access may attempt exploitation with low privileges. If successful, the issue may cause the confidentiality, integrity or availability impact described by the vendor.

Exploit reality and attack path

CVSS severity, EPSS forecast probability, public exploit material and CISA-confirmed exploitation are separate signals.

Observed exploitation
?Confirmed exploitation and public exploit material are separate signals. Attacks can occur without public proof-of-concept or exploit code.
No confirmed evidence

No CISA KEV match was present at the last successful refresh. This means no confirmation from that source, not proof of no exploitation.

Public PoC / exploit material
?Confirmed exploitation and public exploit material are separate signals. Attacks can occur without public proof-of-concept or exploit code.
None recorded

No exploit-tagged reference or CISA SSVC proof-of-concept state is currently recorded. Research may still exist outside the structured feeds.

Likely attack path
local access → Insufficiently Protected Credentials → cause the confidentiality, integrity or availability impact described by the vendor
Attack surface
Local
Privileges required
Low: a basic authenticated account is required
User interaction
None
Attack complexity
Low: no specialised conditions are recorded
Security boundary
Unchanged: impact remains within the vulnerable component's security authority
Weakness
?CWE means Common Weakness Enumeration: a standard category for the underlying weakness.
